What was the true motivation behind the attack on the Saudi oil installations?

Assuming Iran was behind it, as appears likely, the Iranian leaders were very aware there would be a strong response from the United States. Was it a deliberate plan to provoke an overreaction like 9/11, which spurred the U.S. invasions of Afghanistan and Iraq? (As we wrote in WILTW September 7, 2006, soon after France’s Zinedine Zidane was ejected in the World Cup championship game against Italy, provoking an overreaction has become an insidious strategy in geopolitics.)
