America’s 5G leadership may be determined by a pending private spectrum auction by four foreign satellite companies. What are the implications?

We are intensely studying the implications of 5G wireless because it is a key-enabling technology that will likely determine the winners of the 21st century and have authored over a dozen recent memos (for instance see WILTW March 7, 2019). The FCC is pursuing a comprehensive strategy—called the “5G FAST plan”—to deploy America’s 5G networks. Execution of the plan will be a primary factor in how quickly America can roll out next-generation wireless. The approach includes three components: (1) pushing more spectrum into the marketplace; (2) updating infrastructure policy; and (3) modernizing outdated regulations.
